Previous V.I. Constitutional Drafts
1964-1965 The Virgin Islands holds its First Constitutional Convention.
1972 Second Virgin Islands Constitutional Convention is held without Congressional authorization but again demonstrating local commitment to the ideal of increased self-government. The document drafted by the local body did not receive strong local approval, however, and was never submitted to the United States Congress.
1977-1978 The Third Virgin Islands Constitutional Convention is convened. This body drafted a proposed constitution which was presented to the voters by referendum on March 6, 1979 but which was rejected by a majority of those voting.
1980 The Fourth Virgin Islands Constitutional Convention is convened on March 4, 1980. The convention drafted a proposed Constitution which was submitted to the voters in a referendum on November 3, 1981 but which also was rejected. The local legislation, which provides for the Fifth Virgin Islands Constitutional Convention provides that the members of this convention shall review and adopt provisions of the (proposed) Constitution of the Virgin Islands, previously approved by the Fourth Constitutional Convention, which are considered by the Convention to be standard and of a non-controversial nature. This is seen as both a cost- and time-saving measure.
